Dennis Cardoza's "Critical Habitat Reform Act of 2005" (H.R. 1299) would undermine protections for the places that imperiled plants and animals need to survive and recover by creating loopholes that could be used to remove most habitat protections and making the designation of critical habitat voluntary rather than mandatory.
